Maccabi Healthcare Services, Israel's second largest healthcare organization is a leader in the development of ICT infrastructure and of security-related technology.

Given national security threats and actual warfare in Israel, Maccabi is concerned with new developments in the area of preparedness and disaster management, specifically the need to develop surveillance systems, risk management and recovery systems in case of the breakdown of technological infrastructure which is required to provide healthcare.

While Maccabi's systems must be oriented to detect and respond to threats that require the response of a healthcare organization, these technologies must be readily adaptable to other areas of operation, provide interoperability as well the ability to interface with other systems and thereby act as a critical component of an intelligent urban environment security system.

Maccabi has developed a comprehensive, fully integrated health information and communication system which enables real-time surveillance and can identify emerging outbreaks of health problems at the earliest stages. As computers in all of Maccabi's medical services, (physicians, nurses, laboratory, radiology, and etc.) continuously transmit data online, we have been able to develop programs that enable us to analyze these data as they are entered to identify developing patterns, such as outbreaks of hepatitis, influenza, pneumonia and other health problems and to react quickly to deal with them.

Many of Maccabi's new R&D projects, such as the "Smart System," which enables the creation of algorithms by the user to trigger on-line alerts, will make the system even more responsive than it is today. 

Maccabi is interested in participating in research projects that would facilitate the integration of its system's capabilities with other existing systems or systems being developed in order to:

  • Develop an integrated portfolio of network enabled capabilities for effective command and control of emergency crisis management organization that will significantly improve access to timely and relevant information to all crisis managers and first responders and produce a common operational picture
  • Develop appropriate and novel approaches to computer assisted decision making in order to enhance the efficiency of command and control by intelligent decision support systems
  • Combat the activities of organized crime and terrorism
  • Develop an intelligent, comprehensive urban environment observation system
  • Create secure strategic information management systems that combine and analyze data from disparate systems to allow the generation of complex conclusions in order to facilitate rapid and appropriated decisions for preventing or responding to security incidents
  • Develop comprehensive threat detection systems
