Maccabi's information system serves as a rich foundation for sophisticated economic analysis and research. Financial data input into the system includes detailed expenditures for all medical services as well as revenues – such as co-payments. Digital data is recorded for every member transaction and for interactions between Maccabi and its numerous contracted service providers. The system automatically calculates expenditures per member and for every major disease etc.
Providing healthcare in a digital environment with real time access to financial data, offers an ideal infrastructure for Maccabi's evaluation and research teams to continuously conduct in–depth economic evaluation such as cost effectiveness and cost benefit (for example of services or new technologies), comparison of costs and outcomes over time and over cross sections of the population; needs assessment, utilization, feasibility analyses, satisfaction of members and physicians. High level economic assessment such as estimation of burden of disease and return on investment studies are conducted to support decisions in the organization. These new levels of cost effective management enable Maccabi to set, measure and monitor strategic objectives on an ongoing basis. Returns on Investment studies demonstrate financial return.
As an organization which amalgamates under one roof private and public providers of healthcare services, Maccabi has developed tools to optimize contracting arrangements between insurer and provider such as physician payment systems – fee for service, capitation, incentive payments, and contracting with pharmaceutical companies and hospitals - including global agreements, capping agreements and others. Maccabi’s Chief Economist is recognized as a leading expert in such areas as capitation schemes and other mechanisms for financing health care, cost projections, feasibility studies, macro and micro-economic analyses, and is often called upon to participate in committees and work groups at the national level in these areas.
The combination of cutting edge ICT and economic evaluation expertise to promote strategic organizational policy enable Maccabi to rise to the challenges of providing effective state of the art healthcare, both efficiently and reliably within a fixed budget to the satisfaction of its members.
